What steps will reproduce the problem?
(1)Sign into user>> Enable Onscreen keyboard from ubertray
(2)Click on Caps key on Onscreen keyboard >> Observe Cap-lock On notification
(3)As per notification, press 'Shift' to cancel and observe only Cap-lock On notification goes off but still Caps is seen ON in Onscreen keyboard 

Actual: When we press Shift to cancel for Cap-lock off -> only notification goes off,but still able to see Caps On in Onscreen keyboard

Expected: When we press Shift to cancel for Cap-lock off -> not only notification, Caps also should get off in Onscreen keyboard

Raising this as a Non-Regression issue since Cap-lock On notification is newly seen when we enable Caps in On screen keyboard.
