What steps will reproduce the problem?
(1)Recover build>> In Google OS terms page, click on Learn more link and when Help dialog appears, try clicking on inactive screen and observe

Actual: Unnecessary blink of separator line is seen below Header of the dialog 
Expected: No such issue should be seen

This is a Regression issue as same is working fine in M67 stable

NOTE: Issue is also seen in M68 beta and M70 dev
