Cookie URL bar chip broken when 3p cookies are blocked

Issue description

Chrome Version: 68.0.3440.75 (Official Build) (64-bit)
OS: Linux

What steps will reproduce the problem?
(1) Enable cookies but disable 3rd party cookies
(2) Visit google.com
(3) Click on the cookie chip in the right side of the URL bar
(4) Select "Always allow https://google.com to set cookies" and click Done
(5) Open chrome://settings/content/cookies?search=cookie

What is the expected result?
There should be an "Allow" pattern for google.com.

What happens instead?
There is no "Allow" pattern for google.com.

Did this ever work? I tried to bisect but even M60 has this behavior.

Technically Google is allowed to get cookies. We would need a third option that creates the explicit pattern to allow third party cookies.
No idea whether it ever worked. I think we should make that dialog do something useful for the {1p cookies enabled, 3p cookies disabled} configuration (which may be some effort to implement) or remove the dialog entirely. The current situation is confusing, though.
