What steps will reproduce the problem?
(1)Sign into User -> At Uber Tray select 'Accessibility' ->Select 'Highlight text caret' option ->Go to New Tab and observe 'Blue Highlight Bubble' is seen 
(2)go to chrome://settings page -> Now under 'People' section click on 'Screen lock' option -> 'Confirm your password' dialog box is seen
(3)observe for 'Blue Highlight Bubble' at Password field and issue is also seen for 'Enter your PIN' and 'Confirm your PIN' text fields 
(Please refer Video)

Expected: 'Blue Highlight Bubble' should be seen at Password field of 'Confirm your password' dialog 'Enter your PIN' and 'Confirm your PIN'  dialog box
Actual: Instead 'Blue Highlight Bubble' is seen missing at Password field

This is Regression Issue as same is working fine in  69.0.3497.21/10895.10.0
