Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36
Steps to reproduce the problem:
1.html create a div width and height 200px 200px than
.hover-eff {
width: 150px;
height: 50px;
background: #424263;
border-radius: 2%;
left: 50%;
top: 0px;
cursor: pointer;
transition: all 2s;
overflow: hidden;
display: inline-block;
position: relative;
}
add css that div
than increase the top 0px to 50px in inspect to change it
What is the expected behavior?

Thanks for the report. I'm not able to reproduce it on my computer, Linux 68.0.3440.84 or 70.0.3522.0. From the video, this looks like a graphics bug. Could the graphics team please take a look?

Thanks for filling the issue... Tested this issue on reported chrome 67.0.3396.87 and latest chrome stable 68.0.3440.106 using Windows 10. Attaching screen-cast for reference. Steps: --------- 1. Launched reported chrome 2. Downloaded and dragged and dropped in to new tab 3. Inspected the element and increased the top 0px to 50px As we are observed that element moves as expected @Reporter: Could you please review the attached screen-shots and confirm if anything being missed here.Could you please upgrade to latest chrome stable 68.0.3440.106, you can download latest chrome builds here:" https://www.chromium.org/getting-involved/dev-channel ".
