Regression: In views login screen, 'Add Person' and 'Browse as Guest' options disappear

What steps will reproduce the problem?
(1)Sign-out from user>> In views login screen, observe 'Add Person' and 'Browse as Guest' options disappear.

Actual: In views login screen, observe 'Add Person' and 'Browse as Guest' options disappear. 
Expected: 'Add Person' and 'Browse as Guest' options should be seen 

This is a Regression issue as same is working fine in 69.0.3497.21/10895.10.0 dev

This should be fixed in the next build, the associated CL has been reverted.
