Non-Regression: App launcher is seen active and appears in background of onscreen keyboard

What steps will reproduce the problem?
(1)Sign into user >> From ubertray/Accessibility >>Enable Onscreen keyboard in docked mode
(2)Now hit 'Search'key to open App Launcher >> do search and observe App launcher is seen back of onscreen keyboard

Expected: App launcher should be seen forth when it is able to operate or the onscreen keyboard should get closed automatically
Actual: Instead,App launcher is seen in background of onscreen keyboard and still able to operate

This is a Non-Regression issue seen from M-62

Possible dupe. If all of these a11y keyboard bugs have a simple fix, lets merge these to M-70. WDYT?
