[Md-Refresh]:Regression: Unable to distinguish active and inactive tabs when theme is installed

Issue description

Chrome Version: 70.0.3508.0
OS: Windows 10, Mac 10.13.3 , Debian

Pre-condition: 

Steps to reproduce
===================
1. Launch chrome and add https://chrome.google.com/webstore/detail/black-red-shards/jpjlkkaalgfbbegfnjoclhfidancjpch?utm_source=chrome-ntp-icon theme
2. Open 2-3 tabs and observe focus on inactive tabs

Expected: Should be able to distinguish between active and inactive tabs.
Actual : Unable to distinguish active and inactive tab

This is a regression issue broken in M-70. Will provide bisect info in a while.

NOTE: 
1. Issue is seen on enabling and disabling Md-refresh from chrome://flags
2. Inactive tab color should be seen on NTB(New tab button), but now due to this cl this is not seen.

You are probably looking for a change made after 578934 (known good), but no later than 578935 (first known bad).

Status: WontFix (was: Assigned)
The theme does not specify a background tab image or tint, and the foreground tab/toolbar image is the same as the frame, so the behavior here is intentional.  That said,  bug 853841  might help here.
