Steps to reproduce:
1.Launch chrome,Navigate to above URL.
2.Click on Wrench menu from three dots present in omnibox.
3.Select 'Create Shortcut' option.
4.Navigate to chrome://apps,Right Click on shortcut created choose 'open as window'
5.Click on shortcut , maximize the window and observe three dots present on shortcut window.

Actual Result : 'Three dots' on shortcut window get chopped after maximizing the shortcut window.
Expected Result :'Three dots' on shortcut window should be seen properly even after maximizing the shortcut window.

This is a Non-regression issue seen from ‘M-70’ series(#70.0.3705.0). 

Note:Issue is not seen on Windows(7,8,8.1),Mac(10.12.6, 10.13.1, 10.13.6, 10.14) AND Linux(14.04 LTS).
