Corruption on UDL monitor after resuming from sleep with lock screen enabled.

Issue description

Chrome Version: 68.0.3440.72
Chrome OS Version: 10718.60.0
Chrome OS Platform: nami

Steps To Reproduce:
(1) Connect UDL device with 1080p DVI monitor attached.
(2) Via system setting change screen lock to show when waking from sleep.
(3) Sleep Chromebook.
(4) Resume.

Expected Result:
System resume and shows lock screen without corruption.

Actual Result:
After system resume corruptions are visible on UDL screen (Photo of corruption in attachments).

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Sometimes ~75%.

What is the impact to the user, and is there a workaround? If so, what is
it?
Corruptions will vanish when any screen update will happen (for example mouse movement on UDL screen).

Please provide any additional information below. Attach a screen shot or
log if possible.
- Issue is also reproducible on DL3 devices, as well with 4k resolutions;
- Sometimes screen will be blank (monitor will be turn on);
- Issue is not reproducible without lock screen on;
- Issue is not reproducible with external monitor connected via USB-C > HDMI adapter (20 attempts were made);
- Each time corruptions is slightly different.

I see similar issue on Chrome-bit (board veyron_mickey) after changing mode on Display connected to UDL device.
Using development channel (69.0.3497.21).

what UDL adapter and monitor are you using?

I'm using Diamond 1080p DVI adapter. 
This should repro on any UDL DisplayLink based adapter, anything that uses the USB display interface.

Have you had any luck reproing it here?
Yes, I'm working on it now - it's kind of a timing bug.

Need more time, will try to fix it tomorrow.
The problem was on chrome side and it looks like it was fixed because I can't reproduce it with R71-11035.0.0
