Regression: 'Open as window' checkbox is missing on 'Create shortcut..'overlay.

Issue description

Chrome version: 70.0.3508.0 (Official Build)Revision 9271ffcc91216f5c818f30b577c846306a469ad9-refs/branch-heads/3508@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1) Launch chrome, navigate to http://www.orimi.com/pdf-test.pdf page.
(2) Click on 'Customize and control Google Chrome' to open wrench menu and click on 'Create shortcut..'
(3) Observe on 'Create shortcut..'overlay.

Actual: 'Open as window' checkbox is missing on 'Create shortcut..'overlay.

Expected: 'Open as window' checkbox should seen on 'Create shortcut..'overlay.

This is regression issue, broken in ‘M 70’ and will soon update other info :
Good build: 70.0.3504.0  (Revision: 578511).
Bad build: 70.0.3505.0 (Revision: 578873).

You are probably looking for a change made after 578560 (known good), but no later than 578563 (first known bad).

Note:
1.Unable to provide bisect using per-revision script,Hence providing chromium bisect.
2.Issue is not seen on Mac(10.12.6,10.13.1,10.13.6)

Thanks for reporting this.

The plan is for bookmark apps to open in tabs by default and PWAs to open in their own window by default. This is the current behaviour on Android Chrome. This change is intentional.
