Regression : Overlapping of buttons with text field is seen on 'Create shortcut..' overlay after browser resize.

Chrome version: 70.0.3508.0 (Official Build)Revision 9271ffcc91216f5c818f30b577c846306a469ad9-refs/branch-heads/3508@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome,navigate to www.google.com
2. Now click on 'Customize and control Google Chrome' to open wrench menu and click on 'Create shortcut..'
3. Now resize browser window from bottom to top and observe 'Create shortcut..' overlay
 
Actual: Overlapping of buttons with text field is seen on 'Create shortcut..' overlay after browser resize.
Expected: Overlapping of buttons with text field should not be seen 'Create shortcut..' overlay after browser resize.

This is regression issue, broken in ‘M 70’ and will soon update other info :
Good build: 70.0.3504.0  (Revision: 578511).
Bad build: 70.0.3505.0 (Revision: 578873).

You are probably looking for a change made after 578560 (known good), but no later than 578563 (first known bad).

Note:
1.Unable to provide bisect using per-revision script,Hence providing chromium bisect.
2.Issue is not seen on Mac(10.12.6,10.13.1,10.13.6)

Not sure why the flag flip could've caused this dialog to change. AFAIK the Create Shortcut dialog didn't change at all.

Either way, this is a very minor issue so I'm dropping this to 3. Could even be WAI since there's not much space left for the dialog (and we can't stop the dialog from being clipped).
