Remove DisplayResourceProvider::Child::needs_sync_tokens in VIZ

For Uber compositor, this is true for most case. Except browser UI DirectLayerTreeFrameSink (And some unit tests).

For VIZ, this is true for Browser UI and Renderer.

So we may remove this when VIZ is default.
