What steps will reproduce the problem?
1. Look at a reverted CL such as crrev.com/c/1139942.
2. Mouse-over Reland button

What is the expected output?
Tooltip saying e.g. "Start a reland CL for this change"

What do you see instead?
No tooltip

This would be useful because, anecdotally, people are afraid of pressing the 'Reland' button because they suspect it may be essentially identical to the 'Submit to CQ' button, i.e. they don't realize it harmlessly creates a new CL for them to work with.
