What steps will reproduce the problem?
(1) Open two tabs and visit a page in both tabs.
(2) Now detach one of the tab out of the window and don't stop moving during the detach process.

What is the expected result?
Content should not flicker. The content should appear immediately, even if you move the window during the detach process..

What happens instead?
The Content flickers when you detach the window. If you move the window during the detach process the window stays blank.
