[MdRefresh] Close buttons of the Tiles of the New NTP could be 2px lower.

Chrome Version: Canary 70.0.3507.0
OS: macOS 10.13.6, but probably OS=All

What steps will reproduce the problem?
(1) Open a NTP with the new Tiles
(2) Hover over a Tile
(3) Take a look at the position of the close icon

What is the expected result?
The close icon could be 2px lower to have the same spacing like on the left side of the button.


What happens instead?
The close button is 2px too high.

In the newest Canary we have edit button instead of the x so this bug should no longer be relevant.
