"MultiProfileMultiBrowserShelfLayoutChromeLauncherControllerTest.V1AppUpdateOnUserSwitch" is flaky.

Reverted in r579247. Will use this bug as canonical, assigning to nigeltao@ to reland their CL once ready. Dropping sheriff label since it's reverted and not causing active flakes that we need to monitor.
