Alert "camera in use by another app" when trying to scan QR code

M70 canary, iPhone X. iOS11.4.1

- force press on app icon
- select "scan QR code"

expected:
- app launches, be able to scan QR code

actual:
- most of the time, the app opens and the camera screen appears, but then an alert appears over it saying the camera is busy and in use by another app.
- sometimes the alert goes away and I can use the camera, sometimes I'm dumped back to the NTP and have to start all over.

trying again usually works. This has been happening for a couple of milestones, it's not a recent breakage.

Hoping someone would know what to do.
This does not sound like a recent regression.
Problem self-repaired.
