Issue descriptionApp Version: 70.0.3507.0 Canary iOS Version: 11.4.1, 12 Beta 4 Device: iPhone X, iPhone 6s plus, iPhone 7 Steps to reproduce: 1. Launch chrome 2. Change the device orientation to landscape 3. This is a know issue. We made this tradeoff to have the toolbar visible in landscape. Justin, do you think this is WAI?

Assigning to Justin for more visibility for the question in comment 2. NTP uses its own overscroll controller that's different from the one used for other non-native pages. Is this disabled intentionally?
