Non-Regression:Unnecessarily printer with same configuration details is added twice in chrome://settings/cupsPrinters page

What steps will reproduce the problem?
(1)Go to chrome://settings/cupsPrinters page >> click on Add printer
(2)Add a sample printer
(3)Re-add the same configuration printer again and observe

Actual: Printer with same configuration details is added twice unnecessarily
Expected: Printer with same configuration details shouldn't get added twice

This is a Non-Regression issue seen from M-62

Weifang, Sean, should we prevent adding the printer with the same configuration?

Status: WontFix (was: Untriaged)
This is working as intended.  If for whatever reason a user ends up with two identical printer configurations, that's okay.  It's possible they'll change one in the future or they're testing something.  It's also easy to remedy where they can delete the duplicate.
