Issue descriptionApp Version: 69.0.3497.21 beta iOS Version: 11.4.1, 12 beta 4, 10.3.3 Device: iPhone only (iPhone 8 plus, iPhone 6 plus) URL: Steps to reproduce: 1. Launch chrome beta 2. Scroll up the NTP page so that the omnibox is moved to top. 3. Long press on content suggestions --> Tap on “Open in New Incognito Tab” 4. Tap on Tab switcher button. 5. Side swipe to normal tabs. 6. Tap on Normal Tab. Observed results: Notice that UI glitch is displayed for a moment with content suggestions on omnibox. Expected results: No UI glitch should be noticed. I think this is the TabGrid animation when the tab is opened back. Opening a Tab in incognito doesn't take a snapshot of the tab, might be related to that.

This glitch is reproducible on M68, so it is not a regression. As gambard@ noted, opening a tab in incognito does not properly trigger a snapshot before switching to the incognito tab. So the old snapshot is used. However, it is unclear why the toolbar is missing.
