Unwanted movement of Toggle button of 'Help Improve Safe Browsing' is seen on refreshing the page

Issue description

Chrome Version: 70.0.3507.0 (Official Build)Revision 4007f2d27a020a7a7abab69f4bbb1088679bcbf8-refs/branch-heads/3507@{#1}(32/64-bit)
OS: Windows (7, 8, 8.1, 10), Linux (14.04 LTS), Mac(10.12.6, 10.13.1, 10.14, 10.13.6)

What steps will reproduce the problem?
1. Launch Chrome, navigate to 'chrome://settings/privacy'(Privacy and security) page from the Main Menu of 'chrome://settings'.
2. Enable the toggle button of 'Help Improve Safe Browsing'.
3. Refresh the page and observe the movement of toggle button of 'Help Improve Safe Browsing'.

Actual: Unwanted movement of Toggle button is seen on refreshing the page.
Expected: Unwanted movement of Toggle button should not be seen on refreshing the page.

This is a non-regression issue, seen from M-69 series build #69.0.3460.0, since the 'Help Improve Safe Browsing' option was not present in previous builds.

Marking as WontFix. Settings are fetched after the page loads, so some flickering is unavoidable.
