It means that it is still running, so the value is not definitive. Since this happens at multiple places, e.g. https://chromium-swarm.appspot.com/tasklist?f=state%3ARUNNING, I don't think we can put a tooltip on all of these. It has always been there, it was in the old UI too.

I think I can add a few tool-tips to help get the point across. 

Thanks for explaining this to me, but IMHO many others may be wondering about this too.
