Classic Blue theme shows active tab as grey

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3506.0 Safari/537.36

Steps to reproduce the problem:
1. Install Classic Blue theme, https://chrome.google.com/webstore/detail/classic-blue-chrome-theme/ajoaehknogfmjmhchhifbcbmjfnfncpj

What is the expected behavior?
Tabs appear blue (expected.png)

What went wrong?
Active tab appears grey (actual.png)

Did this work before? Yes 69.0.3497.12

Chrome version: 70.0.3506.0  Channel: canary
OS Version: 10.0

I uninstalled and reinstalled the theme and I'm no longer seeing this.
