HW not work on Kevin for the latest version.

REPRO STEPS:
1.Switch to any Keyboard.
2.Switch to HW layout.
3.Draw something.

Actual result: 
No any candidates display.

Summary: HW not work on Kevin for the latest version. (was: HW not work for the latest version.)
Tried this issue does not repro on Bob.
