Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36 Steps to reproduce the problem: 1. Under chrome://flags, set #top-chrome-md to "Refresh" 2. Enable dark GTK+ theme in Chromium. What is the expected behavior? Unselected tabs should fade into the background like they do on windows What went wrong? The unselected tabs are the completely wrong color. Did this work before? N/A Chrome version: 68.0.3440.75 Channel: stable OS Version: 4.17.10-1-ARCH Flash Version: Shockwave Flash 30.0 r0

Please don't enable Refresh in Chrome 68; it's missing large amounts of work and there are all kinds of major bugs. I believe this particular issue is not present in M69. We can reopen if that's not true.
