can't download files on gmail in Chrome - just started last weel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3506.0 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. have tried different types of files: MS word, pdf, excel
2. have tried to download files from old emails that worked in the past - do not work now.
3. Have tried for several days in a row. Checked the troubleshooter on outlook. All settings ok. File downloads for gmail ARE working on regular chrome, just not canary

What is the expected behavior?
File save on gmail. File downloads.

What went wrong?
An error appears that the virus scan couldn't be completed. 
Note: same file can be downloaded, no errors, in regular chrome.

Did this work before? Yes a week ago

Chrome version: 70.0.3506.0  Channel: canary
OS Version: 10.0

Unable to reproduce the issue on chrome reported version# 70.0.3506.0 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and logged in into gmail
2) downloaded the files from the gmail(MAS word, excel, ppt and pdf), able to see files downloaded successfully

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.
