Steps to reproduce the problem:
Acer Chrome14 CB3-431
1. Stay in Dev channel
2. Upgrade to Dev 69.0.3494.0
3. Restart

What is the expected behavior?

What went wrong?
After upgrading, the chromebook stuck at startup logo. Tried to power down and restart couple times and did not help.

I had to do recovery to get it back work in ver 67
