Hovering cursor over links causes RAM to spike and crash tab

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:63.0) Gecko/20100101 Firefox/63.0 Steps to reproduce the problem: 1. Go to http://buzzworthystudio.com/ 2. Alternate hovering the cursor over the various links on that page What is the expected behavior? Memory should have remained stable. Edge and Chrome Stable are not affected by this bug. Possibly regression. What went wrong? Eventually RAM usuage will shoot up over 4GB and tab will crash. Crashed report ID: b89b602d2a1c91cb How much crashed? Just one tab Is it a problem with a plugin? No Did this work before? Yes 68.0.3440.75 Chrome version: 69.0.3497.12 Channel: dev OS Version: 10.0 Flash Version: Chrome Canary 70.0.3505 also affected. This bug also exists in Firefox. I created a report for Firefox that has additional information that may be useful. https://bugzilla.mozilla.org/show_bug.cgi?id=1479223

Maybe not a regression afterall. I just reproduced the tab crash on Chrome Stable 68.0.3440.75. Seems much harder to reproduce on Stable. Weird, crash reporting is enabled, but there are no crash reports.

As per the above provided crash id in C#0, issue seems to be similar to #839881 hence merging into it. Please feel free to undup if it is not similar. Thanks..!
