Theme is broken

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3506.0 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?
Theme works correctly

What went wrong?
Theme shows incorrect colors. The icon colors changed from white to blue so this is because of a browser update.

Did this work before? Yes 

Chrome version: 70.0.3506.0  Channel: canary
OS Version: 10.0

The theme in question is called "Night Time In New York City".

Unable to reproduce the issue on reported chrome version 70.0.3506.0 using Windows 10. Attaching screen-cast for reference.
Steps:

1. Launched reported chrome 
2. Navigated to URL "https://chrome.google.com/webstore/search/Night%20Time%20In%20New%20York%20City"
3. Enabled theme "Night Time In New York City"
As we are observed that Theme works correctly. 

@Reporter: Please find the attached screen-cast and let us know if we have missed anything in the process.Request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists.
