[MdRefresh] All favicons move to the left, when tab close buttons disappear on background tabs

Issue description

Chrome Version: Canary 70.0.3506.0
OS: macOS, but probably OS=All

What steps will reproduce the problem?
(1) Open a lot of tabs, so that the close buttons start to disappear on the background tabs. (Or resize the window, so that the close buttons disappear/appear.)
(2) Take a look at all favicon (also on that one, that is on the foreground.)

What is the expected result?
All favicons should stay at a their fixed position.


What happens instead?
The favicons move to the left/right.

Intentional to buy a little more title space for narrow tabs, but I could eventually be argued into dropping it :)
Thanks for your feedback. Hiding the close button already gives some more pixel space for the title. A fixed position of the favicon and title would be more eyefriendly :)

But I think the movement is something that only strikes me :)
if you animate the movement it would be fine. Because the favicon doesn't slide over smoothly, it looks like a bug
This behavior is unchanged for the last couple of years, and when tabs resize by adding or removing tabs (the common case) instead of resizing the window, it's not noticeable.  I can't recall a bug having been filed on it before.

I think it's OK to leave as-is.  Could it be polished more, perhaps, but mucking with this code is unfortunately extremely difficult to do right.
