When playing online games (ex. diep.io), Chrome is very laggy.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.12 Safari/537.36

Example URL:
diep.io - Just look and see how laggy it is

Steps to reproduce the problem:
1. Go to diep.io (I only tested diep.io in this case, and no, I am not trying to steal your data or something, this is just an online game.)
2. Play the game and you will notice a decent amount of lag/low frames if you aren't running Windows 95.

What is the expected behavior?
To play the game smoothly.

What went wrong?
The online game (diep.io) was returning low frame rates and being laggy.  The same site is buttery smooth on beta and stable Chrome.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 69.0.3497.12 and on the latest dev 69.0.3497.23 using Windows 10 with the below mentioned steps.
1. Launched Chrome
2. Navigated to http://diep.io/
We were able to play with out any issues.

@Reporter: Could you please check the same in the latest dev and let us know if the issue still persists. Any further inputs from your end may be helpful.
I'll record a video showing this in a few minutes.

It seems like the problem has been fixed in the latest Canary update.
Can you confirm whether the issue is fixed in Beta 69?
