Spacing in bookmarks bar is too wide for non touch device

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36

Steps to reproduce the problem:
1. Update chrome to build 68
2. Compare the bookmarks bar
3. 

What is the expected behavior?
Spacing should stay the same like in the previous versions so more shortcuts can fit.

What went wrong?
Spacing is too wide (even though the device is not touch enabled) and drastically less bookmark shortcuts fit compared to previous versions which drastically hurts productivity.

Did this work before? Yes Chrome 67

Chrome version: 68.0.3440.75  Channel: stable
OS Version: 10.0

I see that many other people are suddenly complaining about the same issue, but here I found only this:

In this case problem is on non touch device, where nothing should change.
In any case, material design really seems like a step back in productivity in any regard (whichever part of chrome was "upgraded" to Material design, it actually broke the functionality and workflow).

Thanks for your report. The spacing between buttons has be reduced in latest Canary and has been merged to all other branches so that it should be available in next stable, beta, dev. (See  issue 848631   #40 ).
This issue is again happening with the latest stable build:
Version 71.0.3578.98 (Official Build) (64-bit)

It was acceptable in build 70, but still less spacing than in build67, but in the new one it's awful again.
