mwr@ Thanks for the issue.

Tested this issue on Mac OS 10.13.3 on the reported version 68.0.3440.75 and the latest Canary 70.0.3506.0 by following the below steps.

1. Launched Chrome and logged into Twitter.
2. Navigated to Notifications -> Web Notifications and Turned on the browser notifications.
3. Couldn't see any browser notification when a new tweet is added to the feed on the Home page.

Request you to confirm if this is the issue seen or if anything is missed from our end in triging the issue.

Thanks..
I'm talking about the small dot that should appear next to the tab icon in the tab bar, which might be different from a notification. In Firefox it appears as a count. The problem might not be limited to Twitter. I usually see activity dots in may of my tabs but it doesn't seem to be working any more.

My browser also has these settings enabled:
- Material Design in the rest of the browser's native UI
- Use Views browser windows instead of Cocoa.
