sporadic random high spike values in movementX/Y while PointerLock / cursor visible on modal windows

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. enable ponterlock
2. log movementX/Y
3. move the mouse, sometimes extreme values are shown in log, not based on real mouse movement.

What is the expected behavior?
cursor will never be visible until pointerlock is disabled and always correct mouse movement values will be available.

What went wrong?
the cursor will be sometimes visible, values are not always correct. e.g. in my game the player controlled figure will suddenly run uncontrolled to any direction. this was never seen on mac or win7 systems, only win10.

Chrome version: 67.0.3396.99  Channel: stable

in older chrome versions this bug was more intense than in current version, but this bug exists on top of this.

@Reporter: Could you please provide any sample test file/URL which helps us to triage the issue in a better way. Any further inputs from your end may be helpful.

You can create a simple test by yourself, simple start PointerLock and record movementX and movementY. The bug appears also on windows 7.

PS: If you want I can give you a temporary access to my test server. There you can log the movement values by holding button 2 of the mouse.

Also, could you please provide the detail OS version in system information, such as: 10.0.16299.
Sorry, my server was down. Please try again to download the video. The bug in the video only appears in Windows 10 and is not so significant.

The most significant bug is the spike value bug. I found this bug in Windows 7 (Prof. Service Pack 1) and Windows 10 (Home 1803).

In Windows 7 the bug appears since chrome 67 or 68. I never see it in former versions.

With this bug my game is unplayable in chrome. :-(
