Cannot use custom installed keyboard as default

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS aarch64 10575.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Platform: 10575.58.0 (Official Build) stable-channel elm Steps to reproduce the problem: 1. Install a keyboard layout from the webstore 2. Switch to using it 3. Log out or reboot 4. Log into your account (for security reasons the keyboard cannot be used here) 5. Now the keyboard that is active is not the installed keyboard, but the one you logged in with What is the expected behavior? The desired keyboard should have an option to be active by default after logging in What went wrong? The keyboard from the login screen is used instead, and there is no option to choose that you don't want this WebStore page: https://chrome.google.com/webstore/detail/dvorak-international/hckpnkfglbeikohakjlhhmcklmgnndnm Did this work before?
