chrome.hid.onDeviceAdded event not firing

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10575.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36
Platform: 10575.58.0 (Official Build) stable-channel edgar

Steps to reproduce the problem:
1. remove device
2. connect device
3. 

What is the expected behavior?
when i connect hid device, chrome.hid.onDeviceAdded should fire

What went wrong?
nothing is happening when i am connecting device to chromebook. One day before i tested my app , that time it was working but from next day,its not working.

Did this work before? Yes same

Does this work in other browsers? N/A

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 10575.58.0
Flash Version: 30.0.0.113

Please attach chrome://device-log with Error, User, Event and Debug levels checked and all event sources other than HID unchecked. You should see a log message every time an HID device is connected or disconnected.
Hi,

I have attached log file. but today i checked again and i surprised that today i am able to get device, this behavior is really strange for me.

It sounds like this issue is not reproducible. If you can reproduce this issue please please re-open and attach the device log as described in comment #1 (please copy paste the text, do not save the whole page to disk). Also attach the "dmesg" log from chrome://system so we can compare Chrome's detection of devices to the kernel's detection of devices.

chrome.hid.onDeviceAdded is not firing on stable version. Its working on dev version.
