External links always opened in regular window instead of Incognito, even if the latter is the active window.

Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.75 Safari/537.36
Steps to reproduce the problem:
1. Open an Incognito window and keep it active ("on top")
2. Run `open https://google.com` from Terminal
3. Link to Google is opened in a regular (non-Incognito) window
What is the expected behavior?
If an Incognito window is the active window, links opened from external programs should open in that window.
What went wrong?
External links were previously (pre-68) opened in the active window. When I read mail or RSS feeds, I always have an Incognito window as the active window so links are opened in it.
This doesn't work anymore. Even if there are no regular (non-Incognito) windows open, Chrome will open the link in one. To me, this is a security regression.
