Docked Magnifier unable to get out of fullscreen from menu, cuts off top of browser |

Issue descriptionGoogle Chrome 69.0.3497.14 (Official Build) dev (64-bit) Firmware Version Google_Lulu.6301.136.57 Steps to reproduce: # Enable docked magnifier through accessibility settings or via ctrl + shift + d # Go to Chrome menu and invoke fullscreen (next to the zoom buttons) Expected: fullscreen stays within the bottom 2/3 of the screen not magnified Actual: when in fullscreen, unable to access the top of the screen with the mouse or keyboard, can't see it with magnifier # Attempt to disable fullscreen via menu (you can open the menu using alt + e) Expected: able to access the fullscreen button to turn it off Actual: no way to navigate to the fullscreen button via mouse or keyboard since it is off the screen These bugs appear to have the same root cause but are in different parts of the UI. katie@ please advise if these should be merged as one bug or kept together: 868625 868623 865795 865792

This might be another bug, but if you have the menu open before you press ctrl + alt + d to turn on the magnifier, it will also be cut off. However, if you press esc and then alt + e again it will be as expected.
