Dragging-and-dropping large downloaded file from downloads bar hangs UI

Issue descriptionChrome Version : 67.0.3396.99 URLs (if applicable) : N/A What steps will reproduce the problem? (1) Download a "sufficiently" large file (such that transfer time is non-trivial) (2) When the downloaded file is finished, drag the downloaded file from the downloads bar to another location. (3) After the transfer process begins (and the transfer window opens), switch back to the browser window. What is the expected result? The browser is still usable while the transfer is being processed. What happens instead? The browser UI hangs until the transfer is completed/cancelled. Please provide any additional information below. Attach a screenshot if possible. This was tested with a ~1GB download, transferred at 40MB/s. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report. See attached gpu.txt.

Unable to reproduce the issue on chrome reported version# 67.0.3396.99 and on latest chrome# 68.0.3440.106 using Windows-10 with steps mentioned below: 1) Launched chrome reported version and downloaded 1GB file 2) Dragged and dropped the file from download bar to the local folder and navigated back to browser 3) Able to navigate to other tabs and didn't observed browser hang. @Reporter: Please find the attached screencast for your reference and provide your feedback on it. If possible could you please try to test this issue on latest chrome stable# 68.0.3440.106 and let us know if the issue still persists.
