Settings: pressing cancel on clear browsing data dialog sometimes bring you to wrong location

Issue description

69.0.3497.14 (Official Build) dev (64-bit)			Google_Lulu.6301.136.57

Steps to reproduce:
# Open Settings app
# Go to Storage Management > Browsing Data > on the dialog, press cancel
Expected: return to Browsing Data page
Actual: bring you to Settings > Clear browsing data




 
This can also happen if you access Clear Browsing Data out of chrome://history. It will open the Settings app and bring you to the Clear browsing data section

@leberly: Clear browsing data dialog is part of Settings. Therefore currently the only way to invoke it from History is to navigate to Settings first. I don't think this is likely to be fixed unless issue 741811 is addressed.


Also regarding chrome://settings/storage, this is a known issue, deduplicating.
