Highlight object with keyboard focus: focus ring doesn't scroll with page

Firmware Version Google_Lulu.6301.136.57

Steps to reproduce:
# Enable Highlight object with keyboard focus from accessibility settings
# Navigate to any page with scrolling - settings, a webpage, etc. I used https://en.wikipedia.org/wiki/Tardigrade
# Put keyboard focus anywhere on the page
# Scroll the page up and down with keyboard or mouse
Expected: highlight stays on area with keyboard focus
Actual: highlight stays in the same location on the screen regardless of what's underneath

This is also an issue if you are using the Docked Magnifier. The highlight remains visible inside the magnifier even if you scroll away from the area with keyboard focus.

This also affects notifications. The highlight will appear over the notifications if something that has keyboard focus is underneath while scrolling.
