Extensions Click-to-Script: "Allowed site" input should accept multiple URL formats

Project Member Reported by jawag@chromium.org, Jul 27

Issue description

When adding an allowed site manually on the chrome://extensions page, the form currently only accepts fully formatted URLs with protocol + hostname + TLD, e.g:

https://www.example.com

This should be more flexible. Ideally it would also accept:

www.example.com
example.com

And default to https/http under the hood.
