[User Feedback - Canary] Tab Drag and Drop behavior is inconsistent on Mac in 69+ |

Issue descriptionChrome Version: 70.0.3500.0 canary OS: Mac What steps will reproduce the problem? (1) Open a new window with multiple tabs (2) Try to drag a tab to a new position (3) Chrome seems to want to create a new window with that tab, or moves the entire page instead of making it easy to drag tabs to a new position. What is the expected result? Tab drag behavior remains consistent What happens instead (user reports): "when i go to move a tab around or create a new window by dragging one away, the whole page moves and won't let me move any tabs. i haven't done anything or installed anything recently. very frustrating. what's the solution?" "dragging tab will move window instead of tab itself" "Attempting to click and drag tabs around using the new UI in Canary 69.0.3495.0 on macOS Mojave 18A326h results in the entire window being moved unless you click in *just* the right spot on the tab. Most often this seems to be above where the tab's page title is."

This sounds like a macOS Mojave issue and seems to be fixed in issue 855901 . The fix will probably be available in tomorrows Canary Build.
