Network panel show "Provisional headers are shown" for all non-same origin requests' request headers

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/605.1.15 (KHTML, like Gecko) Version/11.1.2 Safari/605.1.15 Steps to reproduce the problem: 1. Open DevTools -> network 2. Browser to https://www.google.com 3. Look into all sequence network requests What is the expected behavior? All requests' request headers are shown. What went wrong? All requests sent to non-same origin show partly headers and an warning "Provisional headers are shown" in Request Headers section instead of showing all headers. For instance, in https://www.google.com, you will see request to https://www.google.com/ html can show request headers normally, but request to https://www.gstatic.com/og/_/js/k show "Provisional headers are shown" in request headers section. Did this work before? Yes Maybe Chrome 65, not sure Chrome version: Version 68.0.3440.75 (Official Build) (64-bit) Channel: stable OS Version: OS X 10.13.6 Flash Version: Shockwave Flash 30.0 r0

Able to reproduce the issue on mac 10.13.3 and ubuntu 17.10 using chrome reported version #68.0.3440.75 and latest canary #70.0.3506.0. Issue is not seen in OS-win. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
