Right-aligned text input can always scroll by 1px

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. Have a "text-align: right" textfield whose content does not overflow. 2. Hover over it. 3. Try to scroll it horizontally using the trackpad or touch. What is the expected behavior? No scrolling. What went wrong? The field can be scrolled by 1 pixel. Did this work before? N/A Does this work in other browsers? Yes Chrome version: Version 70.0.3504.0 (Official Build) Channel: canary OS Version: OS X 10.12.6 Flash Version: Bug is particularly noticeable because such textfields absorb the first attempt to horizontally scroll their container when you happen to be over them. This does not occur with "direction: rtl;".
