Regression: Omnibox pushes down web content in fullscreen |

Issue descriptionChrome Version: 70.0.3502.0 OS: macOS What steps will reproduce the problem? (1) Make a browser window fullscreen with the tab strip and toolbar visible. (2) Move the mouse to the top of the screen. What is the expected result? The tab strip and toolbar should drop down to make room for the system menu bar, overlapping the web content. What happens instead? The tab strip and toolbar drop down, pushing down the web content. This regressed with the fix for issue 865901 and will need a different solution.

Able to reproduce the issue on mac 10.13.6 using chrome latest stable #70.0.3538.110 and latest canary #72.0.3616.0. Issue is specific to OS-mac.
