Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3503.0 Safari/537.36 Steps to reproduce the problem: (1) On your Computer, open Google Chrome. (2) Go to any site. (3) Make scrolling motion to the right. (Using Trackpad) (4) Right click on the screen when the site is being moved. (5) Release right click. (6) Observe. What is the expected behavior? Site bounces back to its original position What went wrong? Site stays there. Did this work before? Able to reproduce the issue on Mac 10.13.3 using chrome reported version #68.0.3440.75 and latest canary #70.0.3506.0. Issue is specific to OS-mac. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
