"external/wpt/dom/ranges/Range-compareBoundaryPoints.html" is flaky.

Assigning component and cc based on OWNERS file. Can someone from the dom team PTAL? It looks like this test has always run slowly on Mac (10-15s), but around https://chromium.googlesource.com/chromium/src/+log/3df7e2b6b6e62f8b6f693553938c6f375309e457%5E..79bdf92b9d045694c755514c58945764cb401e05?pretty=fuller&n= it seems to jump from 10-15s to 25-30s and starts hitting timeouts reasonably freuquently.

https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=webkit_layout_tests&tests=external%2Fwpt%2Fdom%2Franges%2FRange-compareBoundaryPoints.html was used to find the 'slowdown' point.


Note that on CQ this is *always* timing out on Mac (https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=webkit_layout_tests%20(with%20patch)&tests=external%2Fwpt%2Fdom%2Franges%2FRange-compareBoundaryPoints.html), so I am going to have to disable it.

[Sheriff] Mark external/wpt/dom/ranges/Range-compareBoundaryPoints.html flaky on Mac

This is timing out consistently on the CQ Mac bot, and occasionally
on the waterfall.
