What steps will reproduce the problem?
(1)Sign into User -> At Uber Tray select 'Sign out' ->  in sign out screen Click on 'Add person'
(2)Now at Uber Tray turn-off WI-FI -> "Network not available" page is seen
(3)Now click on 'sign in as an existing user' ->Press 'Tab' button and observe focus traversal i.e. after Email Filed  tab focus should be on 'NEXT' button but tab focus is seen on 'Back' then on 'Shut down'  and on 'Uber Tray' -> after that focus is seen on 'NEXT' button

Expected: Tab focus should be seen on 'NEXT' button after Email Field
Actual: Instead after 'Uber Tray' focus is seen on 'NEXT' button

This is Non-Regression Issue seen from M-62
